Until the script for the Silver Surfer movie is actually green-lit, it's never too late to hope. But odds are in favor of him not being involved. Who knows, perhaps he'll be brought in to re-write the script that is presently under development, that wouldn't be unusual. As a fan of Babylon 5, I hope it happens, even if I doubt it will.

I think after the last Silver Surfer movie (the FF one) that it would be best if the makers distance this one from the new Fantastic Four. It makes sense to make an all new one that also feels different else it risk the same issues as the first.

Wonder who is writing it, just you do in the article I've linked to. I'm a fan of the comics big time and don't want it ruined. Is it too late to hope Straczynski is the man?
